It's possible...: The medial plantar nerve runs right under the plantar fascia in the arch, so it's possible, but i don't commonly hear of this complaint.

No: Classic plantar fasciitis can not cause toe numbness.  If toe numbness is associated with heel/ankle pain, then one needs to consider pinched nerve problems from the lower back, such as a herniated disc.

Local nerve: Bruising, pressure, inflammation, infection, may have damaged the local cutaneous nerve.
See your surgeon .
Did the numbness occur immediately or delayed?
Local swelling, temperature, redness?

It is normal: Numbness may be associated with the inflammation and pressure on the nerve running under the foot. There are other possible reasons, such as back conditions such as spinal stenosis or a disc problem. Neuropathy is a condiion that can cause numbness or a feeling of numbness. There are various causes of neuropathy. You should be evaluated by a professional.

the skin is rough and less sensitive to touch. is that normal for plantar fasciitis?

Callus: Sounds like a callus which is an area of skin that gets thickened to friction. A separate cause for foot pain, but not associated with fasciitis. Other than both conditions mean you are on your feet.

i have plantar fasciitis now with pain in my big toes as well. why is it so?

2 problems: These may be two fairly unrelated issues.  The pain in your big toes (i assume the big toe joint) may be that of hallux rigidus (arthritis of the great toe joint).  Anyway, i suggest seeing a podiatrist who can provide treatment options for both problems.
