Depends: If the epiphyses of the long bones have not closed there is still some potential.

Possibilities: Bunion, trauma, bursitis, arthritis are some. If persists, see podiatrist.

Yes: The distal femur is usually the last to close 
at 17 you could be at the end of growth  but it certainly can continue for longer esp in a male.

Sore fingers: pain and numbness in the fingers can result form many causes 
either local in the fingers: including bones , tendons of small joints of the fingers

or compression of the nerves in the rest region (Carpal Tunnel syndrome) the pain usually shoots up to the arm, and if severe can lead to weakness in the hand

or part of more generalized problem as peripheral neuritis

Why sore ?: We need more information on the irritation to determine if this is an ingrown toenail/infection/fracture/metatarsalgia/neuroma..?  Please send more information. 
In the meantime, see if you can get an orthotic or carved sole that will carry your weight of the back 3/4 of the sole and totally off weight the painful area.

Could be!!: Fx finger could be your DX if there is history of an injury to it.
Other causes to consider would be tendonitis, sprain of ligaments. Or rarer causes might be a rhumatoid arthritis or other type of arthritises.
But common things are common, so i would think of the first 3 possibilities.
See your doctor to get treated for the correct diagnosis.

Probably okay: Sure, if the finger isn't terribly out of place or angulated. Google images for angulated finger, compare it to the other hand, if not severe then you might be okay.

i have two minimally displaced avulsion fractures of my middle phalanges. the doctor put it in a splint and referred me to a specialist, which by the time i go a month will have passed. im worried it will heal incorrectly by then. will it be okay?

Get evaluated: There can be many causes of joint pain.
Arthritis, capsulitis, pre dislocation syndrome, and infections just to name a few.
