Contact , irritant: The hands are prone to irritation and allergic sensitization especially when one washes one's hands too frequently.  Your palm problem may be due to irritation from scented or antibacterial soaps especially if you wash you hands often . Or it may be due to allergic sensitization to a contact allergens such as the latex in latex gloves.  Patch tested to a panel of potential allergens  may help.

Get it checked: I recommend having it evaluated.  It could be a number of things.  Eczema, psoriasis, allergy, fungus, just to name a few.

See a doctor: Several possibilities. If the child is having ongoing fever, kawasaki disease is a possibility. Infections of the skin (like staphylococcal scalded skin) are possible. Multiple viruses could cause these symptoms. Given the duration of symptoms, it is time to see a doctor.

: Hydrogen peroxide is not bleach but prolonged exposure can bleach the skin. Excessive exposure is corrosive to skin. Breathing its vapors  is also irritating to the respiratory tract. I suspect your exposure was to the lesser strength of hydrogen peroxide. Cracking and thinning of your hand skin should heal in time. You could consult a dermatologist or a wound specialist for evaluation and advice.

Past inflammation...: Fingers or palms can peel skin at the topmost layer if there was some inflammation (such as a recent fever or viral infection), some 1st degree burns (such as hot coffee), some blistering or non-blistering friction (such as digging with a shovel), some eczema or allergic skin reaction, some chemical or irritant reaction, a sunburn, etc...  If peeling persists, a dermatologist can check the hands.
