Reverse butterflies: Some of best exercises you can do with rotator cuff and other shoulder injuries is scapular stabilizer exercises. The reverse butterfly address both the scapular stabilizers and the triceps. It should be done symmetrically with both shoulders (even if only one is affected) because one sided reverse butterflies do not activate the muscles properly.

Up to your PT/Ortho: If you're under care for a rotator cuff injury, you really should let your orthopedist or physical therapist work with you on exercises. They will know what you're ready and strong enough for.

Common sense: If you have had surgery on your injury, talk to your surgeon. If not, use common sense. If it hurts don't do it. I would expect any shoulder pressing, chest pressing, lat pulldowns, and front/lateral deltoid raises to hurt. Other exercises for the biceps and triceps may be well tolerated. Something like a seated row might work, and light weight, high rep cuff exercises might actually decrease pain.

Get examined: Not uncommonly, decreased range of shoulder motion in young females could be due to thyroid or glucose issues.  Other considerations could be damage to rotator cuff.  Simple physical therapy may help dramatically.  Consult with your regular doctor.

It can: Usually more so around the upper back by the scapula(the floating bone in the upper back) as this is a place shoulder pain can "refer" to.  Foam rolling won't necessarily help with a rotator cuff injury in particular but may help reduce some of the increased tone in the surrounding muscles of the upper back, posterior shoulder that may be affected from a shoulder/rotator cuff injury. It depend: What the problem in your rotator cuff, if it inflamed may an injection of steroid will help.
If there is a tear in it may you surgery to fix it.

6-12 wks if healable: Minor or partial rotator cuff tears are usually allowed to heal via nonoperative means initially. Physical therpay, appropriate rest, then strengthening or titrated to the needs of each patient and their particular cuff tear. I healing does not work by 6-12 weeks, the tear may well need surgical intervention.

Strengthening: Allow several days of relative rest after an injury, then gradually and progressively strengthen the muscles that form the rotator cuff.  These muscles are those that turn your forearm in and out when your elbow is held in a fixed location.  Elastic bands are very useful for this type of rehab.

Shoulder pain: Rotator cuff injuries with a young man can generally be traced back to a trauma that initiated the pain.  Rotator cuff injuries generally do not cause constant pain, but typically pain with overhead activities, reaching, and pain at night.  Other causes to the pain should be considered, including nerve related pain, especially, constant pain that is occuring in both extremities.
