NEEDS to be seen: It's hard to tell by description--so he needs to be seen to get a diagnosis. Chicken pox seems least likely but 'hot bumps' is concerning for an infection/cellulitis.

i had l4 metacarpal minimal displaced fracture. out of cast in 4 weeks, with callus formed. there is a large bump in palm, below my l4 finger but slightly above the fracture site bump on the back. i know back bumps were normal, are palm bumps normal?

: Assuming a "minimally displaced fracture" only was treated with external fixation and a stabilizing cast, the healing process can result in extra repair in the healing process distorting the normal anatomy, which can cause projections into the palm area as well as the "back" of the hand.

Dyshidrotic eczema: Sounds like dyshidrotic eczema which is a dry skin condition. Treat with topical steroids, moisturizers and antihistamines. See your doctor to get stronger strength topical steroids. Otc cortisone does not work very well. Also need to consider fungal or bacterial infection as secondary infection occurs often with eczema.

Bump palms: A common condition is dupuytrens which is not related to typical blunt trauma.
Other common problems include scar reaction adjacent to a small cut or blister, an inclusion cyst or foreign body and a ganglion of the tendon sheath where the finger and palm meet.
   Talk to your doctor about this for more information.

Contact dermatitis: Most itchy bumps/spots of the palms are due to a contact dermatitis, or irritation from some exposure in our day-to-day world.  This includes anything from lotions to our clothes to our tools at work.  

If these are new i would think about new exposures you might have had.  If it doesn't improve with cessation of those exposures then i would talk with your primary physician.

Blisters: Painless blisters are quite uncommon. You have two options:
1: Go to your primary doctor.
2: Have someone take you to the nearest Emergency facility.

Pompholyx: This could be a condition called pompholyx. Usually it comes as multiple lesions  so if it is a single lesion ,chances are it is something else
