May be pump bump: You could have pressure bumps on the heel which may come from high heel shoes. Pl see attached for the condition's description. You should get checked by your PCP, who can get X Ray to confirm diagnosis or refer you to an orthopedic doctor.

See a Podiatrist: Unless we can see them is difficult to know what could be. One possibility is lipoma ( growth of fatty tissue). Other possibility neuroma ( a growth of a nerve). I cannot rule out fluid from congestive heart disease, or other conditions. My suggestion...Go to see a foot specialist (podiatrist).
