Post tibia : No. Tendinitis  should not effect the nerve or blood supply to toes. Sounds like a nerve problem. Possibly tarsal tunnel syndrome.

Shouldn't : Toes turning blue sounds like a vascular problem. I would get it checked out. Achilles tendinitis should cause pain on the crack of ankle

2nd toe pain: Because of the pain in your 2nd toe, you may have more pathology than just ptt.   You may have a tight heel cord that puts extra pressure on the ball of your feet, this could lead to repetitive trauma.  Also, the 2nd toe may be longer than the great toe and may be jamming into the shoe.  Lastly, the new insole may be taking too much room in the shoe and jamming your foot/toes.

I would suggest that you visit a podiatrist who specializes in gait analysis to address the issue.

Very hard to deciphe: Some fractures are relatively painless. Thus it is best that you see a specialist like a Podiatrist &amp; let them obtain imaging. This is not something you should try to diagnose yourself. If it is tendonitis the treatment could be Physical therapy and a topical anti-inflammatory. If it is a fracture it could involve immobilization. Given such different treatments the first step is a proper diagnosis
