Rhinitis: Rhinitis causes post-nasal drip/mucus in throat. Could be due to infection, allergies, irritants. Can also be caused by your GERD. Have you tried medications for GERD?

i have this pain just at the base of my throat, like in between my collarbones. its burning and painful to touch. no trouble breathing or swallowing just throat, shoulder and neck pain. help?

Get it checked: Difficulty swallowing is called dysphagia, and it can be due to various reasons, from benign to malignant. Even the benign problems should be identified and treated, to avoid a dangerous choking episode.

Carotid artery?: If it is to the side below the angle of your jaw, 2 finger breadths below, it is the carotid artery. You probably more obviously when your heart rate is faster, such as after exertion.

Throat problems: If this has been ongoing more than 2 weeks and interferes with ability to swallow, the best advise is to get recommendation or referral to see an ENT--Ears, Nose, Throat specialist, also called Otolaryngologist. The specialist can do examination in the office or clinic.

Nothing: There isn't anything to do about an exposure to saw-dust/sanding after it's done. When you do that sort of work in the futuer, you should wear a mask and have good ventilation.  One episode of that exposure is not likely to cause you any problems unless you have asthma and it triggers a flare-up.

Foreign body: You have a foreign body sensation in the throat, any irritation to the throat may present like this. Irritation could be infection, inflammation, a growth or stricture in the esophagus/food pipe, for persistent symptoms you might want to see a gastroenterologist
