The successive injuries have probably destabilized the soft tissue supporting the ankle. The swelling and stiffness help to hold the unstable in check. You will need to have the ankle evaluated. Many causes: There are plenty of causes of foot/ankle swelling.  First, you need to make sure that you are not in acute pain, which could indicate a blood clot. An ankle sprain may also cause pain. Added salts in foods, lack of calf strength when walking, diabetes, etc.  Make an appointment with your local podiatrist who can better differentiate the swelling and recommend a plan for you.

Old Injuries: Old Injuries can yield long lasting bouts of pain. Motrin/Alleve can help with the pain as can alternating hot pads or ice packs. Try to note where and when it hurts and what activities/positions bring out the pain, then modify routines and activities as needed to avoid. Physical therapy may be able to strengthen the muscles and tendons surrounding the injury.

Stress fracture: Maybe it is a simple sprain, but it is possible that you may have a stress fracture from the repeated trauma (pounding on your ankles as you run). Take it easy for couple of weeks along with motrin/aleve trial. Do good range of motion/stretching, and use a new/good pair of running shoes.  If not better, consult doc for an eval. Good luck.

Your physician can prescribe you some nonsteroidal anti-inflammatory medication and  and or physical therapy if there's no fracture  which will help to alleviate your pain and walk normally.

Examination, : And the history obtained from the doctor, plus an x-ray, +/- ct/mri is needed to diagnose stress fracture. A nuclear medicine study such as a bone scan may also provide the answer. Arthroscopy is sometime needed to find the cause of the pain.

Normal anatomy: It is a perforation through the fascia of the lower leg through which passes the superficial peroneal nerve.  In some folks this perforation can be slightly larger than others, allowing a slight bulge of tissue, mostly fatty tissue, to extend outward.  Unless painful, no worries.
