Not typically : The nerves that supply the face and skull are cranial nerves.  They exit directly out of the skull above the neck.  For that reason, neck problems do not typically cause skull or facial symptoms.

Positional imaging!: Your symptoms are concerning for a high cervical bone slippage (spondylolisthesis) involving the vertebral artery when your head flexes forward.  When the artery is compromised, this can impact vision (the artery supplies the occipital lobe of the brain).  Upper neck problems can cause facial tingling/numbness.  There are also situations that can involve the carotid artery, which supplies the eye.

Likely from exercise: of course of your chest pain occurs after the exercises, then it is mot likely related to the exercises. and on exams , the pain will most likely be reproduced. breathing difficulty needs to be examined by a doctor to see if you oxygen level and other vitals are also abnormal or not.
it is only after careful exams can we decide what is going on with you.

No: Most likely not.  Numbness is most likely due to involvement of the infraorbital nerve, which provides sensation to the front part of your cheek.  Depending on when your injury took place, will most likely resolve with tincture of time, though some folks will always have some area of numbness.

Inform your Doctor: The treating oncologist generally likes to be informed of the side effects or adverse effects of chemotherapy.  With knowledge of your condition and possibly additional medical problems, they are best equipped to treat them as well.

: 1) You need to see a neurologist
2) The brain perceives sensation in the sensory cortex. The odd thing is - the face and the body issues are on the same side - generally right side of brain perceives left side of body - below the neck (so face and body issues should be opposite). The CT scan may not have gone low enough in the posterior brain/upper spinal cord to detect an issue.
