Nasal obstruction: Greetings. Nasal blockage that comes on suddenly (as I suspect in your case) is usually a result of allergies or possibly a virus. Recommendation would be to consider Afrin nasal spray as directed for no longer than 5 consecutive days. This should help to resolve your blockage. If this doesn't resolve this problem, then see your ENT doctor.

Nostrils: Nostrils can be inflamed secondary to infection, allergies or trauma. If infection and topical antibiotic may be a good start. Do you have itching too?  That would be associated with allergies.

Evaporative cooling: wind over water causes evaporation which produces cooling.  If your nose is very dry the effect is lessened.

Deviated septum: There are several possibilities.  You could have a deviated cartilaginous septum, or a hypertrophic inferior turbinate, a large nasal polyp or some other mechanical mass.  Consult an ENT doctor for a specific diagnosis and treatment.

Yes: Patients with acid reflux have a much higher incidence of nasal congestion and post nasal drainage than those who don't.   Most patients with both reflux and these symptoms will improve on antacids. Putting saline into distal esophagus does nothing to nose but installing acid makes the nose congested so there is a relationship.  Consider bid antacid trial for at least a month as test.

Allergys: If allergic family history would use topical fluticasone nasal spray for 2-3 weeks.

Ayr: Ayr nasal spray or gel. Vaseline helps too.
