Nix allergy: NIx ( permethrin topical)  is used for treatment of lice. An allergy occurs when your body’s immune system creates antibodies to a foreign substance causing a reaction that can be mild to severe.

HIV transmission: HIV is spread only by blood and certain other body fluids, including semen and vaginal fluid.  It is not spread by casual contact and it would not be spread by using a Nix (permethrin) styptic pencil as HIV is not spread by contact with environmental surfaces that are not grossly contaminated with the fluid vehicle.

Dermatitis.: THis could be dermatitis or sensitive scalp too.
Since you have trued Nix, (permethrin) lice would be unlikely but should be assessed.
Any recent shampoo change may contribute.
Dandruff/ seborrhea can cause itching.
Should be seen if persists.

Nix (permethrin): Permethrin 1% (brand name nix) – this over-the-counter rinse is a synthetic pesticide. It is the safest of all the pesticide-type lice shampoos. It is not recommended for infants under 2 months of age. The best thing about this shampoo is that it kills both the live lice and the unhatched eggs. It also keeps working for 2 weeks. Therefore, re-treatment usually is not necessary.

i have had scabies for over 7 months. i stay clean and i have used tons of nix. i had a prescription of a cream and i use tea tree oil like crazy. it is scaring my arms and stomach and i dont sleep because i itch so bad. is there an oral persc ?

Dermatology: A dermatology eval will be recommended. You might have healed from scabies now having a dermatitis developed to the treatments you have been using. A firm diagnosis will have to be established prior to treatment. Oral anti-scabies prescription will also be considered in case still having scabies.

No: Pyrethrins (active ingredient in nix) are designed to paralyze insects. They do not last long so have very little long term effect. i bought some nix (permethrin) cream rinse with 1% permethrin. how long do i need to keep it on my skin to treat scabies? or is it strong enough to kill them?

Scabies treamtment: the recommended treat for scabies is  5% pernethrin in a cream form  for   12hour,  The cream rinse would not be enough, also  worry about exposure to the solvant . I will not  use it, also make sure diagnosis is  correct .
