No: Padgets disease of the nipple is terminal ductal carcinoma.  The nipple represents the confluence of all milk ducts likes spokes on a wheel.  Here the turmor cells are in the very end of the ducts, that is the nipple and they spill over the areala to produce an eczema like lesion.  Untreated they do not resolve but rather expand out over the breast.  Petroleum jelly would have absolutely no effect

You should see: a breast specialist, if you have not already.  An uncommon form of breast cancer, called Pagets disease of the nipple, can present as eczematous-type changes in the nipple region.  They can determine if imaging(likely ultrasound as the initial test in your age group) is needed.

BREAST ECZEMA: You do not completely stop breast feeding.  He meant because of irritation due to sucking of the baby , eczema will be recurrent after treatment.

Biopsy: There is Pagets disease of bone and Pagets of the nipple.  The latter is carcinoma pf the terminal ducts of the breast which is the nipple.  Here the nipple is ulcerated and the process extends to the areola.  Biopsy should be performed to make the diagnosis.

Ideas: A picture is worth a thousand words when it comes to skin problems.  But a common skin problem on the breast, especially on the underside, is a yeast infection.  You can try some anti-fungal OTC cream (ask your pharmacist) and see if that cures.  If it doesn't then maybe consider making appt with your health care provider to appropriately diagnose.

Eczema: In a teen age girl breast cancer is highly unlikely.  If the rash persist beyond 3-4 weeks, you should see your doctor.
