Certainly not: This prolonged jaundice mandates explanation.  One  benign condition would be breast milk jaundice which can be extended up to 6 weeks.  Biliary atresia, hemolytic conditions, metabolic diseases, e.g., hypothyroidism, are among the long list.

Nasolacrimal duct : Stenosis is a common condition in which a membrane occludes the year duct .  This results in tears  draining from the eye onto the face and sometimes thick material which may be infected drains.  You can massage the duct gently and if it does not open by 4-6 months an ophthalmologist can correct it via a simple procedure .

Scleral Icteris: Yellowing of the whites of the eyes is not normal. Liver disease causes a higher concentration of bilirubin in the blood causing the color change. It they look like circular deposits it can be high concentration of cholesterol that has deposited around the eye. It is advisable to stay away from alcohol and try to modify diet to low cholesterol.

It should not: Constipation itself should not cause yellowing of your eyes/skin, but diseases of the liver/gallblader system can cause constipations and yellowing of eyes/skin. If you your eyes are turning yellow, i would consult doc for an eval--likely elevated bilirubin levels from excess red blood cell breakdown and/or liver/gallbladder/pancreas trouble. It depends: If the whites of your eyes are completely yellow, you may have a condition called jaundice and you need to see your primary care doctor to have your liver function tested.  If there are just some localized yellow spots, typically in the nasal corner but sometimes in the temporal corner, these may simply be pinguecula which are benign, callous like growths.
