Allergies!: Sounds like allergies! Treat for allergies. Creams, ointments, and lotions may make the situation worse. Som topical with steroid may be indicated or helpful, but needs be determined and monitored by doctor!

Expensive, ? value: This is a very expensive eye emollient with no clinical trials for effectiveness.  It will soften and moisturize the skin of the eyelids and will diminish darkness as the surface smooths out.  But many far less expensive products do the same thing.  Best to visit a pharmacy or beauty product store and sample several products.  Run your own research by trying one on the left and other on the right.

No: Elomet is a steroid cream and can help with allergic reactions or dry skin or other areas that are inflamed (like bug bites). Steroids can. sometimes, make  infections (viral or bacterial) worse.  So, since acne is complicated by bacteria, don't use this.  Steroid creams also delay wound healing, so don't use it on open sores or cuts.

Depends if hyperpigm: Hyperpigmented from trauma or because it's a dark mole that's growing. In either case, your doctor should look at it. It's difficult to treat, b/c bleaching agents would depigment your normal melanin around this. So, it needs to be evaluated first to determine the best treatment and approach. If it's from a scar, sometimes laser helps, but not sure in india. An ayurvedic phyician may help too.

Need Evaluation: Dryness with flaking skin around the eyes could be related to excema or ocular allergies  if you are rubbing your eyes frequently.  Or a localized dry area could be a sign of an early skin cancer.

I would recommend seeing an ophthalmologist for a evaluation.  Additional be careful with applying any cream too close to the eye as this can cause eye irritation.

With chronic capillary permeability, red blood cells leak and stain the skin leaving a darker pigmented appearance. If your treatments are not working then seeing an allergist for definitive treatment should be your next step. Eye creams may only treat the signs temporarily.
