Possibly.: Depends upon how long ago this occurred, but nerve regrowth is often heralded by odd neurologic sensations.

Chest pain: Could be nerve related if you have had some recent trauma or surgery to the area.  Patients describe shooting pain that is intermittent and not usually associated with an activity.  Inflammation of the breast bone or cartilage at junction of breast bone is a possibility as well.  Musculoskeletal pain is usually associated with certain movements or deep breathing.  Heartburn/Cardiac also a concern.

Yes: Nerve healing can cause tingling and other sensory experiences its a good sign  may not show on emg, i use emg to evaluate atrophy  only otherwise test is subjective and non sensitive or specific

Yes: Trauma to lingual nerve takes months to heal. Did you have recent dental injection for dental works?

nearly a year ago i had all 4 of my wisdom teeth removed (at age 24) since then i have been numb in my lower left lip. now for 2 days i have had an intermittent twitch on my top left lip/cheek area. could this be from the damaged nerve healing?

variable: Your symptoms do suggest a nerve stretch injury. To be sure get examined by an ors. Nerve 'stretch' injuries can improve w/in weeks but sometimes take months!

Yes: As a nerve regenerates, it can fire in erratic patterns, causing pain and tingling.  This usually resolves as healing progresses.  Pain can also be generated by the brain and spinal cord after the connection to a nerve has been lost- an extreme example of this is phantom limb pain, where an amputee feels burning pain in the limb after it has been removed.

Wrong nerve: Tinel's sign is a check for median nerve function. Stay off the 'net looking for issues.

Feeling/strength: Signs of nerve healing: return of sensation/feeling or strength in your hand/fingers  even hypersensitivity can be a sign.  Nerve recovery takes place first in the arm, then wrist, progressing outward to the fingers. You may be able to tell where the leading edge of recovery is since the nerve may elicit a zinger or tinel's sign when tapped-- the site of the zinger may migrate outward as it heals.
