Incarceration: I think what you are referring to is an umbilical (navel) hernia in which a piece of small bowel gets stuck in the defect (incarceration), this can lead to impairment of the blood supply to that part of the bowel (strangulation) and it can die.  This can happen with any hernia of the abdominal wall.  While this happens and need to be looked out for, it doesn't make routine hernias am emergency.

Possible surgery: Most umbilical hernias in infants are monitored.  Most will close by 4 years of age.  A hernia that is larger than 5 cm may need surgical treatment.  Your cousin should be evaluated by her doctor.

Hernia: This is most likely a hernia which is a ballooning of a defect in the abdominal wall.. These sometimes can have bowel come in and out of it. There is a danger of bowel strangulating in the pouch and if this happens it is dangerous. Please see your doctor.

If hernia becomes strangulated it will be an emergency.

Umbilical henia: A hernia at the umblical area is a fairly minor outpatient surgery procedure for repair. If the hernia is enlarging or causing discomfort, see a general surgeon for repiar options. Usually a small open surgery, or laparoscopic surgery if  the hernia is large or has other concerning factors.

Another hernia: It could be a recurrent hernia, or maybe a suture used to repair your navel hernia.  A surgeon would have to examine this knot and possibly get a ct scan to further evaluate it. Scarring: Foreign body reaction, entrapped nerve, deep infection, recurrent hernia are all possibilities.  Show it to your surgeon so he can help you.
