Need more info: Blisters on the backs of hands could be insect bites of some sort, but autoimmune blistering diseases like bullous pemphigoid can also do this.  A more rare condition called porphyria cutanea tarda also often has blisters on the backs of the hands as the main issue, and a related disease called "pseudoporphyria" can also do this.  A dermatologist will probably perform a biopsy to get some answers.

Hard to say!: Rashes that look like blisters in one area, could be a contact allergy or dermatitis due to something like a watch or bracelet, especially with nickel, or it could be due to poison ivy or oak. has she been with more than one caretaker?

I really think this child needs to be evaluated by a pediatrician as soon as possible.
