Usually Glossitis: There are many different types of conditions which can cause the appearance of your tongue which you describe. The general term for this type of change is "glossitis." some types of glossitis have underlying causes (poor nutrition, immune problems, etc.) and some are spontaneous. See a dentist, ent, or oral surgeon if you want to know for sure. Also, get a physical check-up to see if you're O.K.

Canker sore: If new, likely canker sore, treat with OTC meds, saline rinse, OTC analgesic solution. If present more than a week, may be something that needs attention. If so, see oral surgeon or ENT doc.

Exercise-induced urticaria?: There are certain limitations imposed by this format which include the lack of a photograph of the skin lesions about which you requested information, So it's impossible to tell you the correct diagnosis and/or therapy,  My Best advice would be to call and make an appointment with the dermatologist.  There is at least one very interesting condition which is called exercise-induced theater carrier and you need to be checked for this. Seeing a dermatologist will help tremendously and possibly dermatologist will need to consult with an allergist to help make the diagnosis.

Antibiotic: I assume the red area under your tongue is in proximity to the infected tooth.  Whether or not it is, area should be evaluated by your Dentist.  Antibiotic will not cure tooth infection, only reduce the spread of infection until tooth can receive root canal treatment or extraction.  If not, when pills run out infection will come roaring back.  Please call your Dentist now.

Ointment: It sounds like you may have some mild burns from the hair removal laser.  Any cracks or blisters should be covered with antibiotic ointment and kept clean.  Avoid any sun exposure until you are cleared by your treating physician to reduce any damage.  The face usually recovers very quickly from this type of treatment.
