Can use: You can use Hydrocortisone on it. You are probably allergic to perfume/cologne jewelry or clothing. You will probably need to see the dermatologist.

Allergy: You may be having an allergic reaction to one of your pain medications, most likely the codeine. Call your doctor to give you an alternative medication for pain control.  Alternatively, you can consider taking tylenol (acetaminophen) only for pain and take an over the counter dose of Benadryl for the redness and itching.  If you have tongue or face swelling or shortness of breath, the allergy is an emergency.

Skin Lesion: The differential diagnosis is very broad for a pigmented lesion (rarely, vascular lesions can appear pigmented as can some acute processes like infection or arthropod assault (bites)). Without more history about timing, etc., little can be said with certainty. Briefly: for an old melanocytic nevus (mole) that is changing doctors worry about malignant transformation (melanoma) and would biopsy it.

Check with your doc: Bright red may indicate infection. This may need an antibiotic or excision, although unlikely. Check with your doc to avoid complications. This may be infected folliculitis or something else. There is no need to wait. Good luck.

Need to examine: It is not feasible to provide a meaningful opinion without taking additional history, and physical examination, however if the rash is limited to one side of the body, it may be herpes zoster/shingles. If it does not go away in a day or two, it would be prudent to see a doctor.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine.

Several types of inflammatory conditions of the skin, allergic reactions, sun exposure, and sometimes bacterial, viral or fungal infections can cause rashes on the skin. Insect bites can also be the cause of a rash on the skin.  Have it evaluated by a professional and get the appropriate treatment.

Menopausal?: Skin blotchiness and sometimes flushing can happen in women going through menopause..The neck and upper chest are usually affected.
