Mosquito bites.: If you have problems w generalized welts, swelling of tongue, lips, airway - you should get urgent medical care.  Localized swelling ; itching - oral benadryl (diphenhydramine). Store aloe vera gel in refrigerator ; apply to affected area.  Rub basil leaf on bite. It repels mosquitoes ; has anti-inflammatory properties. You can mix 2 parts baking soda w 1 part water. Stir into paste ; place it over the mosquito.

Depends: If your talking about the mosquito getting a rash after he bites you its hard to see. Look through a magnifying glass at his chest and proboscus area. Usually they fly away before you can find a tiny magnifying glass. 
As for the situation of a rash on you from the mosquito. It looks red, bumpy and is itchy.

Usually just bitten: A person can notice a mosquito bite right away, or within a few minutes. If she is asleep, it may take longer to notice. If bitten while sleeping, she should notice the bite upon waking up. A new mosquito bite should be visibly growing in size on the skin surface during the first couple of hours.

Yes, reaction: 2 inch welts x 20 can be very uncomfortable.  Cool packs and benadry (diphendydramine) can help.  I've also seen baking soda help.  Watch for signs of infection.

Its possible.: Allergic reaction is usually localized at site  of bite, by redness or blisters .Misquito bites, specially nowadays , needs attention , due to risk of west nile virus. System allergic reaction may be very serious symptom. Better be seen at er or a doctor soon.

Usually mean allergy: Bug-bite-like spots can be from causes such as: bug bites (of course), hives, viral infections, medication causes, hot-tub rashes, heat rashes, reactions to lotions, allergic reactions to various things (including foods), internal disorders (such as kidney disease, auto-immune disease), etc...  Hives are usually due to allergy. Doctor can examine a rash that persists or is worrisome in appearance.
