Very: Little difference.  Go with what taste best to you.  The overall difference in preparation gives very little benefits in nutrition.  But oatmeal in general very good for you.

Oats are okay: Oat cereal are a common food introduced to infants. What form or brand is available in your country is not something we would know at this USA based site.

Barley: Cereals are considered a good source of iron and other nutrients but are not an absolute must. Barley is a grain that is less common as a baby food but available in some areas. You could try it.

It just happens: Hiccups happen in babies.  Because you gave oats and the hiccups occurred after does not mean the hiccups were caused by the oats.  That is a common error.  For instance, you get up in the morning and you have breakfast.  Getting up did not cause you to have breakfast, even though one followed the other.  Parents are usually more bothered by hiccups than hiccupping kids.  Don't worry.

my baby is 6 months old and his pediatrician has given us the go ahead to start hipp rice cereal. i am however concerned about the arsenic content in rice cereals. could i use hipp oats porridge instead?

Yes..but...: The suggestion that arsenic is present in a significant amount in any baby food is myth. Rice cereal is suggested because it has one of the lowest  rates of allergic induction or reactions. You have no need to introduce any food to baby until they show interest in table foods at which point you can modify the form and begin transitioning them directly to the table foods of your choice.

Watch next poop: There may be some fruit like berries in oat meal which is giving purple color to poop . Watch your baby  for any pain , vomiting or diarrhea and color of next stool .If baby is O.K. there is nothing to worry about

This : This is a bit tricky to answer without a picture and more clinical information.  I doubt it was from the blood draw.  This time of year it could be many things including a medication reaction, eczema, a viral exanthem, psoriasis, dry skin from low humidity, and many others.  Perhaps a visit to a dermatologist would be helpful for diagnosis and treatment options.  I hope that helps a little!

Define healthy: Eating them raw will mean you will not derive many nutrients from it and it will not be very palatable, but there are no known harms in doing so. Whole grains should be a part of everyone diet unless you have an allergy. Also consider organic spelt, millet, and amaranth known as the ancient grains.
