That is not: A recognized illness.  Certainly procrastination can be part of a number of other problems, but by itself, procrastination is not an illness.

No such conditon: I have not come across this term and is not a recognized diagnosis by dsm-iv-r standards. What might have happened in your sister's case is that whoever "diagnosed" this condition may have just mentioned this term in passing. The symptom of "procrastination" is more prevalent in those who have an attention deficit disorder, but is not an "addiction" to my knowledge!

Could be anything: Getting "high" usually includes a sense of euphoria and decreased inhibition. The symptoms you describe could be from abuse of almost anything or even represent an underlying medical or psychological condition. Have you talked to her about getting help? Also, not to be judgemental, but i hope you are not on all 3 of the medications on your profile at the same time. Opiates can be addictive.

Thc also reduces testosterone and sperm counts but I am unaware if it will lead to menstrual problems without other co-occurring medical diseases.  Use of stimulant drugs and/or alcohol may lead to malnutrition which may reduce fertility  as well.

The withdrawal from the drug causes moderate to severe discomfort which is solved by more drug. Most addicts require more and more drug due to upregulation of the drug receptors and resort to more aggressive and illegal tactics to obtain them. Cure is not currently possible, treatment helps.
