Rare causes are tumors and othe.

Seek the advice of a spine specialist (surgeon or physiatrist) to make sure all reversible causes of the neck pain have been evaluated and treated. If they have then the mainstays of treatment are strengthening, stretching and rarely chronic pain medications. Other treatments can be chiropractor and acupuncture.

Neuropathy: Sorry, but I am not entire clear on the neuropathic complications... were you diagnosed with that? or is it due to a complication from a procedure? 
Chronic neck pain usually has a cause and a thorough workup is probably best by a doctor you trust locally.  A set of plain X-Rays, maybe a CT- or MRI scan an a good history and exam are important first, and hopefully there is a cause identifiable...

Chronic neck pain: You should have at a minimum soem x-rays of your spine and upper thorax. If you were born with something you will find out. Rarely people will have only muscular probelms but if it si form cervical sppine anomalies or an extra rib, you will find out. Talk to your orthopedic doctor.
