I wont personally: I usually do not refill such prescriptions for fear of enabling addiction. There are too many cases of prescription drug abuse.

Depends: It depends on several things. First, you have to make sure the pharmacy is willing to do so. Second, narcotics cannot be mailed, at least in/from the United States. Third, you would have to check with authorities or the postal system in the country you are in to make sure drugs can be mailed there.

Valsartan: These are generic meds and are manufactured by multiple companies so different insurers will purchase then drugs from different venders.  Given that they are Diovan or  valsartan they are the same active ingredient even though they look different.  Just make sure that they are the same medicine.

why is nicotine not considered a controlled substance?

Political historical: Alcohol and nicotine are addictive chemical, both can be abused and both have no accepted  fda approved use in medicine, thus if they were a controlled substance they would seem to fit the criteria of a schedule i drug. But they are both legal and were legal before the controlled substance act came into being. For nicotine especially many feel it should be a controlled substance.

Yes!: Clonazepam is a benzodiazepine.  It has a serious potential for abuse if misused.  This is why it is closely regulated.

Not directly: In the classic sense, it would be hard to develop a physical dependence to a drug the first time you take.  BUT, many alcoholics and drug addicts recall that they felt addicted to their "drug of choice", with the first experience they had with it.  Whether alcohol, cocaine, opiates, meth, or heroin.  The subsequent experiences create a positive reinforcement that can lead addiction and destruction
