No: It is an opiate, with the same chemical backbone as all other opiates, but because of its molecular biology it attaches to opiate receptors and blocks them. Because it has no intrinsic drug activity other than to block the receptor, it is not mood-altering and does not produce a dependency. Therefore, it is not a controlled substance in the us under the drug enforcement agency regulations.
