Political historical: Alcohol and nicotine are addictive chemical, both can be abused and both have no accepted fda approved use in medicine, thus if they were a controlled substance they would seem to fit the criteria of a schedule i drug. But they are both legal and were legal before the controlled substance act came into being. For nicotine especially many feel it should be a controlled substance.
