Q: what is harmful about giving children < 2 allegra (fexofenadine)? my 10 mth old has had a constant runny nose with sneezing for 5 weeks. my 4 y/o has allergies also.

I would use > 6m: I find this helpful in many kids & use it over 6m of age. However, most congestion/sneezing in infants & toddlers is related to illness or nasal irritants like smoke, fragrance, fumes & the like & the primary rx is avoidance. Antihistamines have no effect when used for drainage triggered by irritants.

Fungal infection: Chronic sinus infection is usually due to mold - try antifungal cream and neosporin oint to nostrils twice daily and orally supplement garlic which kills infections - it will take 4-6 weeks to clear fungal infection. Once healthy take iodine daily will prevent infections.

Doctor can evaluate: If due to allergies, adults and older children can try allergy pills such as Claritin, Zyrtec, Allegra, or Benadryl (diphenhydramine). Benadryl is sedating. The allergy pills help with allergies in the eyes, nose, skin, etc... However, eye allergies sometimes need prescription eye drops, nasal sprays, or Singulair, for extra help with symptoms. "Throat closing" may be a life-threatening emergency.

Prolonged rhinorrhea: Either you have allergic or vasomotor rhinitis and you can try oral antihistamines (or the like) or nasal steroids.  Why not first try an air purifier, however.

runny nose: More probably you have an allergy or something called vasomotor rhinitis.  Should see other doctors for diagnosis.  Not usually a virus over and over.

i sneeze alot and i have constant runny nose that accelerates at night and when i wake up from a nap. doctor advised me to to do an ig e test that came out 1189 iu/ml. i am worried what should i do now ?

: There is nothing to concern. It only means you have allergy. By your history, the allergen could be in your bedroom or where you sleep because your symptoms exacerbate at night. Look around and see what can be the culprit which could be a indoor plant, a pet or your bedding. If you can't figure it our, see an allergist if possible.

is a scratchy troat a concern to do a covid test ? 
it leads to a cough after a while  but the cough is not constant and i would only cough like atleast twice in a day

No: Usually a fever is a concern. Otherwise uri symptoms are too common. Nothing is a definite but sound like cold symptoms.

Allergies likely: Sounds like fairly typical allergy symptoms. A cold(uri) and allergy can be very similar, but a cold lasts 5-7 days and you feel more sick. Allergies  last much longer, like  for an entire season, or year round. You don't feel quite as ill with allergies.  You may need to see your doctor for assistance because there are many other allergy medications that can treat your symptoms.
