Low neutrophils: Your white count is low because your absolute neutrophil (granulocyte) count is low. I am trusting you do not have lupus or a big spleen from liver disease, rheumatoid arthritis or gaucher's. Some folks' neutrohils don't get counted by machines -- looking at the smear helps. You list no meds to cause it. Some folks, especially of african descent, have a harmless hereditary low neutrophil count.

Need actual values: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, it might have helped if could provide the complete report of your test results. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

I wouldn't worry: Reference ranges are set to include most but not all healthy folks. Your absolute lymphocyte count is a bit lower than most folks but this presents no danger. I trust you are hiv-negative and there were no other abnormalities of your blood count. It's up to your personal physician whether to refer you to hematology consultation.

Depends: All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Having said that, chronic myeloid leukemia would explain these features. It would be prudent to discuss the matter with your doctor.

Just to be sure: These counts are low..So they want to be sure she is making normal amount of blood cells. It is probably due to a virus infection which will resolve in a few days. I would simply repeat the count once more and see if it has returned to normal. If it goes down any further then i would be concerned and make sure she does not have any problem with blood formation.

RBC low gran high: Decreased red cells tend to correlate with anemia which generally correlate with low hemoglobin or hematocrit. An absolute neutrophil count of greater than 7000 ( in your case 8000) indicates an elevation in neutrophils or neutrophilia. You should correlate the rbc value with the hemoglobin and hematocrit to see if you are anemic.

Petechiae: are not related to WBC, but to platelets.  Were your platelets normal on the CBC?  Are you sure they are petechiae?  You should see your doc for definitive diagnosis of these spots.  Good luck!
