i presented mild symptons on friday, headache, bodache, muscle ache, tiredness. saturday pm i developed chills and some loss of sensation in fingertips, i tested pcr that evening. results came back negative. more symptons now. when do i test again?

Test again: Other causes such as  the flu should be investigated as well. Since your symptoms have lingered, testing again is indicated. If you have another negative test, still isolate, drink fluids, monitor temperature and rest. Avoid contacts while ill. 
PCR is highly accurate, but some cases of COVID 19 may be missed with the first swab. Watch for signs of rapid worsening and see your PCP if this occurs.

what are possible reasons for partial loss of sensation( numbness) in all fingertips (both hands)?

Numbness: The most common reason would be some kind of neuropathy (problem with nerves).  Diabetes is a common associated problem with it and causes a "glove and stocking" area neuropathy.  If you have not had a check make sure you get your blood glucose checked.

Certainly might: Rapid weight loss (such as crash dieting) will cause loss of structural fat, such as that in the finger pads and the bottoms of our feet. 
That may account for some of what you are describing.
Hydration and general circulation may also be contributors to what you are observing.

Raynouds : Sounds like Raynouds Syndrome but it can be associated with additional auto immune disorders. See a PCP or a rheumatologist.

Unlikely : That these are connected. While there are some major neurological disorders that are possible, random paresthesias are often insignificant. See your doctor to be sure.

Normal for injury: You should take care to avoid additional cold injury as your hands heal. Unless you have blisters or blackened skin the fingers should heal.

what would cause vertical lines and wrinkling of fingertips as well as the sensation of being electrocuted in arms?

See derm: See dermatologist to have wrinkles evaluation and see neurologist for the electrocution feeling. You may need tests to find out what's wrong.
