Scar: Is usual and sometimes is lessened by local rubbing - massage of that tissue.
Generally shrinks over time.
If not plastic surgery can usually revise.

Give it time to heal: I would definitively give it time for the scar tissue to mature prior to introducing more scar with a plastic surgery procedure.

Not much: Unfortunately, most scar treatments offer only marginal improvement over doing nothing at all.  The biggest problem with the area around the lips is the amount of dynamic motion and tension that is created on the wound, which lends to a problematic scar.  I find the biggest factor is the amount of surgical debridement of injured tissue affects the outcome of the scar.

Yes but,: Will likely just leave more scar tissue as the minor salivary glands tend fibrose after trauma (surgery).

Time will take care: If your injured your lip, some amount of scar formation is expected. This usually takes longer time(1-3 months) to resolve. Technically there is nothing one can do to remove or eliminate scar tissue unless it is on the skin surface where cosmetic surgery can be an option for correction,.

i bit all of the healing scar tissue out of my inner cheeks and lips again. what could happen? my mouths been painful,sores, &lips red and swollen.

Cheek, lip biting: Biting the inside of the cheek and lip can become a serious issue. Seek a professional right away. Once healed it can re-traumatized again. It takes about 2 weeks to heal unless re-bitten. When the injury occurs get some melting crushed ice in your mouth. Run ice under warm water before you put it in your mouth. If you don't the ice may freeze to your mouth.

i have keratosis on an area above my upper lip;  it was frozen,   the area developed a dry rough texture. i was told it was scar tissue.  is this true?

Yes: however return of the keratosis is a possibility with a lesion you describe.

Perhaps: Perhaps, especially if you repeatedly lick or probe the scar with your tongue. Otherwise, i don't see any relationship.

Sinus tracts ; scars: Piercings usually develop sinus tracts and if you also have significant scarring then these may contribute to your developing wounds on your lips. See a local plastic surgeon so that she/he can best advise you regarding further management.
