Chapped lips: Carmex is an easy product to find and usually very resilient. You may also try Vitamin E oil-pierce a capsule and squeeze to apply to the lips and surrounding area. The moisture will be absorbed(Vit E is an antioxidant).
Also consider taking 1-2 teaspoonsful of Flax seed oil(1-2 capsules) per day. Moisturize from the inside out&gt;

Find the cause: You are likely a mouth breather, usually due to nasal congestion.  Keep your lips moist, treat the nasal congestion, will likely do the trick!
best i can do with the limited info., check with a dentist if this does not help as several other much less likely conditions also come to mind and they could be treated by your dentist.

Hydrate: for most people keeping hydrated improves chapped lips, some would advise against petrolium products and chapstick and rec olive oil. sounds strange but some pt have benfited. use sun screen on lips if in the sun as well. good luck

Possibly hydrocortis: The most important thing to do is stop picking and licking. Saliva can be pretty irritating. In addition a gentle topical steroid, like 1% Hydrocortisone in an ointment base, not cream, could help. It could be applied 2-4 times per day.
