See your doctor: Your doctor can write a prescription for this or have it compounded.  If you still have an underlying inflammation your doctor needs to treat the cause and help you prevent this.  Your skin may hyperpigment from any inflammation or injury and you may want to discuss this with your doctor.

Wart: If the wart has been removed you can use skin lightening products as soon as the skin is healed from the procedure.

Cluster headaches: You could be suffering from cluster headaches.  Cluster headaches are severely painful headaches that usually occur in cycles, often at night.  They are usually on one side of the head or eye and more common in men.  Cycles of headaches may last weeks to months, with pain free periods lasting months to years.  Does this sound like what you are experiencing?

Vitiligo: Vitiligo is an autoimmune condition that effects 1 to 2 % of the population. Typically starts in the 20's, but can begin anytime in adulthood.  A little more common at the bony prominence  of elbows and knees.   However around the mouth is common. Other conditions to conser would be fungal infection, peibaldism and leprosy (very rare). Hydroquinone: HC is under review right now.  there has been bad press in Europe and I heard the FDA is reviewing it's safety right now.  I recommend safer products like Lytera made by Skin Medica.

Lifestyle conditions: Black or darkened lips can be caused by serious illness, such as cancer, but more often, this condition is due to lifestyle. If someone is already darker-skinned, certain behaviors like coffee or wine drinking, smoking, and sun exposure will cause the lips to turn black.

Depends: Dark brown to black appearance on the inside of your baby's lips might indicate your baby is not getting enough oxygen (cyanosis).  If you baby is not feeding well, sweating with feeds or very sleeping take him/her to the er.  Otherwise be sure to contact your md asap.  This might be normal but please have your baby examined.

Tone is genetic: Skin tone, including the lips, is largely genetically determined. Avoiding sun exposure and inflammation (from conditions such as eczema) can help reduce further darkening. The use of cosmetics (lipstick) is the safest way to change the color of your lips.
