Other if not hair: Vaniqa, as already mentioned, does well for hair growth. It is a little pricey and must be continued to maintain control of hair, but does well. If the darkness isn't actually hair, but more pigment, then hydroquinone cream is a prescription cream that can be used to lighten up areas of abnormal darkness on the skin. Hope this helps.
