Facial : Facial numbness can be from many causes like bell's palsy, a complicated migraine headache to a stroke. I don't know your age or your medical history.  Because you are also experiencing disorientation, i recommend that you be evaluated at the emergency room to determine the cause. I wish you well.

Welding: The facial swelling and eye irritation could be secondary to welding.  The lip numbness is likely unrelated.  If it persists, i would go see a doctor for further evaluation.

Many possibilities: This could be a problem in the nerves of your skin related to some local skin issue, possibly a dental problem, it could be related to a temporomandibular joint disorder, or this could be related to a more central problem such as trigeminal neuralgia-it doesn't sound typical for this. You should see your doctor and have it evaluated.

Maybe rather benign: There is a syndrome termed "sensory trigeminal neuropathy" due to either viral or immune cause, but you might possess an inflammatory lesion within the brainstem, or a skull problem affecting the nerve.  Stop worrying, see a neurologist, get an answer, and handle from there.  A little knowledge can be very reassuring.

Do you have other  risk factors besides diabetes for stroke  such as elevated bold pressure? This could be an emergency.seek urgent medical attention. Call family/friends to seek help as well.

See your doctor: You may have trigeminal neuralgia, TMJ (temperal mandibular joint) pain or many other issues to include anxiety.  Your doctor will be able to suggest a diagnostic work up or medication that can control this.  Often the dentist can help with making a retainer.
