Yes: Yes.  A rigid gas permeable or hybrid contact lens will likely correct this issue.  You should see your corneal surgeon to make sure something else is not causing this issue.

No: Lasik will not correct double vision. When you say your vision only corrects 70% with glasses makes me believe that your eyes have more issues than just double vision. At your age, your vision should be able to be corrected to 20/20 if all else is healthy. See an eye md for a comprehensive examination  you may require treatment.

Technically no: But wouldn't you want to fix your dipolopia before cutting on your cornea?  In fact having sharper vision may worsen your diplopia.

It depends: There are many different causes of double vision. In many cases, it can be fixed by treating the underlying cause. In cases where it can't be fixed by treating the cause, it can sometimes be fixed through surgery on the eye muscles.

Diplopia: Doubling of vision can occur for many reasons.  The most common is misalignment of the eyes which can be from trauma or damage to nerves leading to the eye muscles.
