Depends: It depends where the cyst is. If it is in the facet joint or ligamentum flavum or along the nerve root, then it can cause hip pain and "sciatica" also known as radiculopathy.

would pinch nerve at l4-l5 cause hip pain/popping or would it be a pinch nerve at l5-s1? or can it be either?

Can be either: Development of leg pain may help distinguish between L5 or s1 radiculopathy. Sometimes it is very difficult to distinguish on clinical exam, and other testing may be required. 

You should be evaluated by your physician to help make the diagnosis.

i have central disc protrusion at l4-5 indenting the thecal sac. small annular tear in the left paramedian aspects of l5-s1 can this cause hip pain?

Yes it can cause hip: Disc protrusion like the one you have can compress on the nerves in the spinal canal. This can cause hip pain and sometimes cause numbness and tingling related to nerve compression. You should be examined by a neurologist or neurosurgeon who can guide you further and provide medical or surgical treatment.

Urgent evaluation. : Large central disc herniation can compress the nerves to the bowel and bladder and this is called cauda equina syndrome.  Urgent surgical evaluation indicated within the the first 48 hours.

Needs Evaluation: Sounds like some rheumatologic condition - some form  of arthritis.  Needs a thorough work-up including blood work to exclude autoimmune conditions.  Would not immediately jump to a diagnosis of fibromyalgia.

after my last deployment; i came home with chronic lower back pain. the pain has now progressed to my hips and down my legs. i have been told i have spinalbifia, and recently a old fracture was found in my spine around my l3, l4, l5 area while doing xrays

This could be a ...: You may be describing a spondylolysis ( a type of stress fracture or defect) which can lead to chronic lower back pain that can produce pain into the legs & has a higher association with the presence of a spinal bifida occulta.    Treatment is aggressive exercise: core strenghtening & flexibility  as well as cardiovascular routines along with use of medication with activity modification.

what is alternative conservative treatment instead of a rizotomy ? cronic pain sufferer from degeneration in l4/l5

See below!: Massage therapy, physical therapy, accupuncture, and chiropracty as well as antiinflammatories and muscle relaxants all might help.  Assuming those have failed, a tens unit (external electric stimulation) or an epidural steroid injection would be other options, as would a topically applied medication such as the Lidocaine patch. i had a discetomy at l4 l5 7 weeks ago. i am experiencing the same pain as before. why when i thrust my hips forward does the sciatic pain come on?

It's the anatomy: The sciatic nerve exits the pelvis in the back between muscles of your buttocks. So, when you flex your hip and your leg goes forward you stretch that nerve bad aggravate the pain.

That's common: Often, your low back can cause hip pain, just like hip problems can cause knee pain.  I would talk to your orhtopedic and see if he could recommend some strengthening and stretching exercises and also to ensure nothing else is going on.
