Hydrate: for most people keeping hydrated improves chapped lips, some would advise against petrolium products and chapstick and rec olive oil. sounds strange but some pt have benfited. use sun screen on lips if in the sun as well. good luck

Deficiency: Unless you have other chronic illnesses, this is likely vitamin C and/or B2 deficiency. I recommend a supplemental multivitamin and improving your diet with more fruits and vegetables (especially dark green like mustard, spinach, kale, collard) than meats. You should limit meats as much as possible anyway but particularly in your case.

Two phase lip care: Chapped lips untreated can lead to scarring. Moisture is needed in the lips to prevent drying from wind and sun. Severe chapping is usually caused by trying to moisten lips with saliva. Saliva has digestive protien enzymes that will attack the lips. Treat  in two steps. Moisten with water, pat dry with a tissue. Apply vasoline with a cotton swab. In 5 minutes pat off excess. Apply lip baum.Bid.

An exfoliating lip balm (like a sugar scrub) can help to get rid of the dry skin.  After that you can use a moisturizing lip balm.  Be sure it has SPF, as sun burn can also look like "chapped" lips.

Chapped lips: Lip balm is most effective.  Use your favorite variety, chapstick, blistex or carmex.  Don't recommend lipstick.  Can use vaseline, too, but you have to apply quite often.  Try not to lick your lips, too because this has a drying effect.
