Hydration: The best prevention for chapped lips is hydration (of your entire body, not just your lips) - i.e. drink lots of water. An exfoliating lip balm (like a sugar scrub) can help to get rid of the dry skin. After that you can use a moisturizing lip balm. Be sure it has SPF, as sun burn can also look like "chapped" lips.
