Doubtful but: Skin rash can be caused by many things including viral infections other than HIV. You did not mention whether you have had unprotected sex during the past 40 weeks and thus a negative test at 27 weeks cannot tell you whether you have contracted HIV or not. The condition affects teenagers and adults and may be acute, recurrent, or chronic. A more appropriate term for this vesicular eruption is pompholyx, which  means bubble. Treatment is with prescription strength cortisone.

Dermatitis: Sounds like dermatitis. You may have an allergy to one of the metals in your ring (often it's to nickel, which is in many metals used for inexpensive jewellery). Or it could be irritation from water sitting under the ring after washing hands. Remove your ring until the spots heal. You can use mild hydrocortisone cream 2x/day for up to 2 weeks. Dry the skin completely after washing your hands.

Red oozing bumps: You may have hand dermatitis which is a form of excema. It is made worse by washing your hands alot. You need to see a dermatologist to see if I am right and to have it treated with prescriptions creams. I cannot speculate on your other spots, unless you shower alot with a harsh soaop and do not use a moisturizer. You could also have folliculitis if some of the bumps look like pimples.

Too many options: The same description could match a large variety of rashes. Skin erruptions or rashes could be related to your specific area, especially if it involves some kind of infection.  The best is to let your GP or dermatologist have a direct look and for him/her to take a small biopsy sample if there is doubt of the diagnosis. I have red: You could have bites from bed bugs, if linear you could have scabies. Very difficult to get rid of bed bugs, they get into the furniture, cloth, shoes: need special exterminator. Look carefully with magnifying glass on your sheets , under pillow, around bed post for very small reddish spots, bed bugs. See a dermatologist.
