Wart City.: Hard to tell without really seeing it. However, your description, sounds as though you may have a wart on your foot. This is a virus infection in the skin. To remove all doubt consult with a specialist for a diagnosis and treatment plan. There are many OTC ways to treat your problem, but, the diagnosis has to be confirmed.

I think you are on: the right track thinking that this could be Athlete's Foot.  Making sure, probably by seeing a Podiatrist or Foot Specialist, might be your best first step. I can't tell from your question if your soles are also red and swollen or NOT red and swollen. If yes, a rare condition called erythromelalgia might be considered. Possibly: Eczema and allergies/asthma are often tied together with regards to the immune system. I wouldn’t say the eczema directly caused the asthma though. For the feet, it can often be a combination of eczema (dry skin) or fungal skin infection. The topical medications you tried are often not strong evough. Prescription strength medications may be needed.

Sxs may include waking up in middle of night sweating heavily; v concentration, ^             vaginal dryness; fatigue, hair loss, dizziness, wt gain, bloating, incontinence, irregularity of periods, hot flashes; mood swings, irritability ; decreased interest in sex. ^ itching can occur.

Scaly feet : Foot fungus can be a persistent condition when you never really remove the source of reinfection -  fungal filled footwear or stepping on a fungal filled floor (e.g carpet)
