Retinoid dermatitis?: What you are describing could be due to a sudden re-introduction of your differin (even though you had used in the past without issue), or it could be a new substance such as a cleanser. Stop both and re-introduce one at the time spacing them at least 2 weeks apart. If you need to use something topically on the rash, try over the counter Cortaid (hydrocortisone) for a few days.

Given the severity of your symptoms, I would recommend seeking eval in person at an urgent care center. Rashes are very common, but also need to be visualized before prescribing treatment. Allergic reaction: Usually rashes on the top of your feet are casued by some type of allergic reaction or contact dermatits. With your lower legs involved i would rule out edema/swelling as an issue as well. Your socks or shoes could be creating the rash on your feet more so if they got wet while wearing them or if you have changed soaps or detergents. If the rash persists or returns get examined by a doctor.

Probably fungal: rash, moniiasis which will respond to OTC anti fungal creams like Lotrimin AF, Monistat, Clotrimazole etc. If itching is intense add a small bean sized drop of 1% hydrocortisone cream to  a nickel sized drop of anti fungal cram and apply as a thin film,twice daily.
