Pruritic skin rashes: Based on your age and description, the most common skin rash that are red, itch, and scaly is atopic dermatitis. Psoriasis could be similar but it is not as itchy. Either case, you can try to apply otc Hydrocortisone cream to the lesions a few times a day plus moisturizer generously to always keep your skin moist. If it does not improve or not completely resolve, you would need to see a doctor.

Eczema?: Itchy bumps in winter on trunk and extremities is often eczema.  Topical cortisone creams--otc or prescription can help.  Heavy moisturizing with creams, not lotions will also help and will likely prevent a recurrence.  Avoid too much soap and hot, hot baths.

Rash: Sounds like this comes on with activity and when you sweat. It could be that causing this by friction between your arm and torso. Perhaps covering it with activity will help.

Probably fungal: rash, moniiasis which will respond to OTC anti fungal creams like Lotrimin AF, Monistat, Clotrimazole etc. If itching is intense add a small bean sized drop of 1% hydrocortisone cream to  a nickel sized drop of anti fungal cram and apply as a thin film,twice daily.

Perioral Dermatitis: Perioral dermatitis is a facial rash that causes bumps to develop around the mouth. In some cases, a similar rash may appear around the eyes, nose, or forehead. Treatment is similar to acne, oral antibiotics and topical medication.

Razor bumps: You can apply a very warm and moist cloth over the area to be shaved for a few minutes before you shave to try to elevate the hair.  You might want to consider a different way of hair removal for that area, like waxing.  These can turn to folliculitis and need medical treatment.

It depends on rash: Small, very itchy bumps on the inner thighs can be various things.  They can include eczema, allergic contact dermatitis, irritant dermatitis, urticaria, candida/yeast infection, psoriasis, fungal infection, scabies, lichen planus, psoriasis, amongst other inflammatory skin disorders.  I'd be happy to evaluate your rash and provide the appropriate treatment.

Vesicular rash: You have possibly got a contagious dermatitis.  Popping it can cause it to spread.  See your physician for her to look at it, diagnose it or if necessary send the fluid or the punch biopsy to the lab.  Keep the area clean and dry and stop scratching.

Prolonged rash, itch can persist after successful treatment due to a hypersensitivity reaction in skin; can take weeks to subside; requiring steroid cream, antihistamine for relief; must treat all household members to avoid re-infestation. See doctor for correct diagnosis/management
