Yes it can: A deviated septum is common, but when severe, can block your nasal passages & change airflow to create additional mucus in your throat. There may be membrane swelling in the side bones of the nose, also called turbinates.  Swelling of these tissues can also block nasal passages & increase drainage.  Your doctor can examine your nose, try some nasal medications, or refer to an ENT for surgery.

Maybe: The clear mucus is certainly consistent with allergic rhinitis.  Deviated septum not involved with allergic symptoms.  Occasional brown/blood may be small volume nosebleed tinging mucus or signs of sinus infection, both of which may involve the deviated septum to some degree.

Post nasal drip: A deviated nasal septum most commonly causes nasal obstruction/stuffiness on one side.  Post nasal drip can be related to mucus draining from the sinuses into the back of the throat from allergies or sinus infection. Flonase and other nasal steroids take several days to be really effective, but are the most effective treatment for allergies.  An ENT or allergist may be able to sort things out.

Dry nasal crusting: Greetings. Fancy words for "boogers". These episodes happen from xcessive dryness. Saline nasal spray and AYR gel may be the answer. Sleep with a humidifier and drink more water. If these suggestions fail to resolve the issues, see your ENT. An antibiotic covering Staph may be needed.
