Change of color: Inflammation can cause either change in skin color:  decreased, or hypopigmentation,  and increased, or hyperpigmentation.  The texture of the skin can also change, with rubbing or scratching.  If this is not the usual color change you see, it is best to have it looked at.  Meanwhile, using sunscreen for children on the area can protect the skin but wont likely change color.

Does it itch, burn, or tingle? What soap or lotions do You use?
Have you been warming your legs by fireplace?

i am experiencing  wrist pain sensitivity .  skin pigmentation,  thinning  and extreme burning up the arm from an  steroid injection ( many more side effects) my whole body is effected at this point .what is going on from this and what can i do ?

Steroids: Some typical side effects are sensitivity, skin pigmentation changes and thinning of the skin around the injection site.  The burning sensation up the arm would not be typical.  Some people do get some systemic effects from the steroid.  You should call your doctor if concerned.

Hyperpigmentation: Postinflammatory hyperpigmentation (pih) is a frequently encountered problem and represents the sequelae of various cutaneous disorders as well as therapeutic interventions. This acquired excess of pigment can be attributed to various preceding disease processes that affect the skin such as infections, allergic reactions, mechanical injuries, reactions to medications, phototoxic eruptions, trauma.

Laser: Time can help but if bad scars you can try laser therapy. See a qualified dermatologist or skin therapist.

i was sunburned last april. there was no blister, just inflammation and hyperpigmentation. now the skin on my arm is rough and dry than usual. moles appear normal. is this physiologic response and will it eventually returned to normal?

: Depending on how much inflammation and hyperpigmentation was present would help determine how long it would take for the skin to be normal. Rough and dry skin is best treated by applying a lotion frequently-lotions with vitamin E are helpful in these circumstances. Applying sunscreen when sun exposure will happen is crucial as well to prevent further skin injury. Best of luck to you!

Pituitary?: You will need to see an endocrinologist to check out your glandular function.  An autoimmune disorder may also be present.

can a brain aneurysm (in neck or brain) cause tingling in lower arm and leg (right side of body) mostly at night upon early ams? pain in right side back of neck and head at times too. right ear runs too?

: Not feasible to attribute ALL your problems to the "aneurysm", but depending upon location, and size, of  aneurysm, a potential for the tingling focally  on right side could be due to vascular flow issues.  Would evaluate your symptoms further with a neurosurgical consult, as it is best to be cautious and safe.
