NEED MORE INFO: How long has this been going on? Does it itch, burn, or tingle? What soap or lotions do You use? Have you been warming your legs by fireplace? A photo would be very helpful.

There are many: causes of skin pigmentation, you need to see a board certified dermatologist for answers both diagnosis and treatment, Hope that helps
