Seborrhea: This is seborrheic dermatitis; chances are your scalp is flaky and dry too. Try any of the medicated shampoos containing either tar or zinc pyrithione, plus Hydrocortisone cream. If that doesn't work you'll need to see a dermatologist for stronger, prescription treatments.

FLAKY SKIN OF BROW: If this problem has been there for a long time, it may be a condition called psoriasis. Please see your dermatologist who will prescribe appropriate medications. Meanwhile try using a tar shampoo: t-gel, tarsum, dhs-tar or other shampoos with tar. And shampoo often, daily if possible.

Need to examine: It is not feasible to provide a meaningful opinion without examining you, however the puffiness under the eyes may be due to excessive intake of salt, try reducing your salt consumption. For dryness use an emollient like Vaseline.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

Eczema : It's possible that you have eczema affecting your brows and corners of your eyelids. This condition can also affect other parts of your body, like behind your ears, elbows, behind your knees, etc. avoid your eyelids, but you may trial hydrocortisone 2.5% cream to the brows 2-3 times per day to see if you respond well enough. The eyelids require prescription grade ophthalmic ointment.

Rash, or allergy: It may be from an allergy to chemical in shampoo, conditioner, facial soap, lotion, eye make-up, or an airborne allergy. As long as you get exposed to the chemical, the problem will persist.  Patch testing  by a dermatologist can identify the offending allergen.  Then avoidance of the chemical, along with temporary use of a milder cortisone should clear up the problem.

Seborrhea: Seborrheic dermatitis is an inflammatory rash along the scalp, secondary to a yeast.  The rash can have a spectrum from mild dandruff, to severe red itchy plaques.  Treatments can consist of over the counter shampoos that contain zinc pyrithione or selenium sulfide.  There are prescription shampoos that can treat the yeast or the inflammation.

Penile dermatitis: There are too many possibilities to make an educated guess. Most genital rashes are not STDs, and this doesn't sound like one. Best to see a doctor sooner rather than later. Start with your personal physician, or perhaps a dermatologist. Good luck.

If checking for fungal infections, the dermatologist may take hair samples to culture. Doctors may also try cortisone or triamcinolone sprays to counteract dryness. Some patients put olive oil on the scalp for a while, before showering.

It is called dandruff when is affects the scalp, but it can also be on other parts of the face & body (folds around nose, behind the ears, the forehead, eyebrows, eyelids, chest, around (the navel). Medicated shampoos used 2-3x/wk on these area as directed can help reduce the scaling. See your dermatologist.
