Green: phlegm may mean you have a tracheobronchitis  which is often due to PNEUMOCOCCUS a BACTERIA which may appear green in mucous!

You may need a short course of antibiotics at this point!

Combination problem: I assume you have had a thorough history and physical with appropriate tests including lung function, chest xrays and CT of sinuses.
Many people with chronic cough tend to have a combination of 1-asthma, 2-post nasal drip from allergies and/or sinusitis and 3-silent gastroesophageal reflux.   All three must be managed.  Don't brush aside #3 even if you don't feel heartburn.

In addition, your physician can evaluate the sputum for a variety of bacterial, fungal and viral causes. It is also important to have a TB skin test called a PPD test. Phlegm: You might have upper airway cough syndrome, it means you have discharge from your nose to your throat which causes the irritation there and make you cough and bring the discharge up, the treatment is steroid nose spray.
The other reason is that you might have developed allergy to the antigen of the visrus that had caused cold months before, treatment is the same, nose spray.

Post nasal drip: Chronic coughs are most commonly due to post nasal drip which happens when a person has subclinical or undiagnosed sinusitis. This drip can irritate the opening of your wind pipe and cause occasional coughing. Start with Saline Nasal Washes to clear the mucus and debris that may be obstructing the drainage from your sinuses. See a Dr if this does not help for alternative treatment.
