You really need to: have this checked out! Your eye doctor can see it iunder a slit lamp microscope and tell you exactly what's going on. Any inflammation will have dilated capillaries surrounding it. The key is to get to it early, and see what else is going on INSIDE the eyeball too! So, don't delay! It may be nothing, and then it may be something! We can't diagnose on this forum, but your doctor can! Call now!

Dryness: I will assume when you say streaming that it was tearing. This is likely due to increased drying in the cold and or wind. This can sometimes result in redness in the area of drying. This will usually be self limited. If there is pain you should see an eye care professional.

Hard : Hard to tell without a clinical examination, but it could possibly be a spider angioma, which can form after vomiting.  Should it persist, read more about treatment options at the link below. I hope that helps.

Many options: Is this a new event? Or something of long standing?  Is it asymptomatic or does it hurt?  Is it growing, bulging above skin level, inflammatory?   If any of these questions are positive, then you should consult with your ophthalmologist or a dermatologist.  Once pathology is eliminated then a cosmetic approach might be considered.

Biopsy: You should see a doctor and have it removed. Lower lid lesions that are growing need a biopsy and removal with minor sirgery.

Lymphatic cyst: Sounds like a lymphatic cyst  which is common and not dangerous. Try artificial tears as needed for any irritation. It will probably go away with time, but may be there for a few weeks. See your ophthalmologist if it is bothersome.
