Need exam: Rashes around the eyes need an exam. As you describe a "bubbly" rash, i would recommend an examination to make sure that this isn't a herpes silmplex virus infection, which can be serious around the eye, ; can affect the ocular surface. Treatment with oral antiviral agents and topical medication may be necessary.

Chalazion? Sty?: Not shingle. See an opthalmologist . In the mean time apply warm compresses for five to 10 minutes, four times a day, to reduce swelling and promote drainage of the gland.

Conjunctivitis: Given the fact eye infection associated with upper respiratory infection, viral conjunctivitis is suspected.  However, since ear infection is also  found not infrequently in this circumstance,  I would recommend her be checked by her primary care provider.

Could be: Your description could very well be "pink eye, " a.K.A. Viral conjunctivitis. It could also be a bacterial infection or even a contact allergy. I would recommend seeing an ophthalmologist to be sure. They each require different treatment.

: Some times these are ectopic sebaceous glands and not to worry about. Just don't pick at them. occasionally it could be penile papules. Also a benign condition needing no treatment. Keep area clean and you should be fine. Only if any other symptom develpos then you need to see a Urologist.

Stye: Sounds like you may have a stye. This is a clogged oil gland that can swell and become painful. Apply warm compresses to the eyelids for 10 min at least 4-6 times a day to open up the oil glands and clean your eyelids and lashes with diluted baby shampoo twice a day. If it does not resolve in one week see your eye doctor for further treatment.

Most  not serious: Most of the time this is a benign condition.But it can be a sign of eyelid cancer or even a metabolic disease such as thyroid dysfunction.  You should check with your ophthalmologist.
